At the current moment, it is a plug in battery vehicle that must be recharged. Its nice when a battery powered vehicle recharges itself while driving just as the average Toyota hybrids recharge its battery while driving although as a hybrid, there is still a gasoline tank and combustion engine. The battery electric vehicle (no combustion engine) that recharges itself while driving; this is the ultimate goal and we have the technology. It may already be on the road as an Audi. It is not a hybrid and nor is it a fuel cell. The Tesla is a fuel cell it would seem. The hybrid and the fuel cell win out for convenience on the way to the realized daily driver's dream of a battery electric with regenerative recharging when driving. You get maximum driving range, fuel savings and no recharging inconvenience. The average hybrid costs $70.00 per month in gasoline. We talk about alternative fuel vehicles as if it was the legality or availability of an abortion in America. The morning after pill is an abortion, a full bottle of Pepto Bismol will probably do it. A tampon is an abortion but attending a hospital or clinic to give birth and sign a document that waives your rights as a parent is a birth and adoption for the undecided and these forms exist in every state such that abortion is not illegal any where in America. Adoption is regenerative but you may not enjoy your child or your "regeneration" as the driver of your electric regenerative vehicle.

It seems that the non-plug in hybrid that recharges with regenerative breaking or while driving is not considered an electric vehicle maybe because it is a hybrid with an internal combustion engine. But it might be preferred to anything that you have to plug in and is certainly just as electric as anything that requires plug in recharging although there is an internal combustion engine on board.
