But, if there is going to be any plug for recharging the battery powered vehicle, then let the recharging take only 2 minutes at most; maximum. 30 to 40 minutes in the rain is inconvenient and as the number of such vehicles increase, there could be line ups to recharge if it takes that long lousily.
